But in relation to the question, my answer is in white text below:

Yes, but only if black's last move was ...e7-e5, allowing taking en passant. Else black queens or is stale-mated.

But is White winning after dxe6 fxe6+ ?

I think the whole point is that this is a retrograde analysis problem, and that Black's last had to be e7-e5.

Seems to be after Ke4, because Black will be forced to move his b-pawn, so White can play f7, take the P that Black has been forced to move to e5, then go after the bP then win the queening race.
