turning html on

I want to use html tags in a post.

When I go to my profile it says html is turned off.

How do I turn it on?

You cannot and the admin will not be enabling the option.
My understanding is that allowing html in posts can lead to significant security risks.

In that case, what is a way I can align the below text properly?
It is aligned properly in wordpad, but goes haywire when I post it.
