    Bye bye full point bye?

    The Systems of Pairings and Programs Commission just voted to change the full-point pairing-allocated bye in the FIDE Dutch Pairings rules (C.04.3) to a half point. This old debating point was given new life by a presentation by IA Otto Milvang which included simulations of the effect of the full-point vs half-point byes on players' final scores. In several cases (varying by field composition and size) the FPB recipient on average ended up with a higher score at the end of the tournament than expected had they not received a bye, while the half-point bye recipient scored more or less the same. Change was approved unanimously at Commission level; I believe it doesn't have to go to GA approval (the range of Commissions whose reports need GA approval was reduced a few years back) so we may see a new set of regulations with the bye at half a point in the future unless it is overruled by higher up. There is usually a lag time between these decisions and new regulations.

    Otto said he trialled it in some large Norwegian tournaments, receiving 3 complaints (one from a player who had previously been involved in an anti-cheating policing incident).

    Some players might be happy with it because they will no longer receive such daunting pairings in round 2 but I am sure some others will not.

    It was suggested that the tournament regulations could specify the old full-point bye.

    I hope that this is the case. It seems strange to change something that makes almost no difference, but will definitely cause confusion - especially as many other sports award the full point in these cases.

    I'm a bit ambivalent about this one. The effects of the bye are generally not on the score of the player who gets it but the player who plays them, especially in a small tournament. For instance in an event of, say, 17 players a player seeded around 4 starts off against number 12 and then (assuming they win) gets number 17, thereby potentially going to 2/2 without raising much of a sweat. Eliminating that effect is good, but on the other hand a player who unexpectedly drops to the bottom is denied a game to start catching up and given only a half-point in lieu.

    Also there is maybe a philosophical issue that a player whose opponent fails to appear gets a full point for a forfeit whereas one who isn't given an opponent gets only a half-point in what is functionally the same circumstance.

    I have been re-elected to the board of the Commonwealth Chess Association. The 2022 Commonwealth Champs is scheduled to be held in Sri Lanka 13-23 Nov 2022. 2023 has been awarded to South Africa. UK has expressed interest in 2024.

    At the Arbiters Commission meeting Casto Abundo has raised a proposal to scrap 3.11 in the arbiter's title regulations. This was a recently introduced limit that said that FIDE arbiter applications could only include one norm where all players were from the same Federation. This tends to discriminate against geographically large Federations. After many people agreed with him, 3.11 will be axed

    Cheripov ticket has withdrawn from the presidential election citing health reasons. Of the other three only Dvorkovich is campaigning actively and visibly at the Congress to this point.
