What is the point of going to a tournament like this one and agreeing to short draws? Surely players have some belief they can win games.

... primarily, whether Dubov can point to any regulation that has been breached by making him wear a mask. So far he doesn't seem to have done this.
A situation in which one player is wearing a mask while the other is not is less than ideal as the masked player's concentration may be affected and they may be disadvantaged. I have experienced problems with concentration and breathing (etc) while wearing masks in shops and so on, though so far one of the masks (unfortunately one of the less effective ones) that I experimented with seemed OK for casual chess games. But if the players sign up for a tournament on the understanding that the rules may permit this then that's their decision.

Players need to respect organisers and realise they bring the money that they are getting paid so they should answer to them.
First we had Firoujza demanding more money that the organiser could not afford and now we have Dubov forfeiting rather than follow a reasonable request. Players like this need to reign their heads in and grow up.
Which Firoujza, Alireza or his father? The tournament director was quoted "asked for much more money..." That is not a demand and the money may have been negotiable.I have not seen anything that said the event or organiser could not afford the money requested.
BTW I don't want to derail this thread.
