There were two ways Australians could qualify - firstly via the Oceania Zonal and secondly via the position reserved to Australia following the expansion of the World Cup.
Only two Australians were allowed to play in this year's Zonal conducted in hybrid format. With neither Temur and Anton going to the World Cup, Nic Croad (NZL) was third but hasn't gone either so Prudente who was fourth gets the spot.
Bobby applied for the Australian-reserved position and was selected on ratings.

Julia Ryjanova's name is not on the list of participants for the 2021 WC (go here https://worldcup.fide.com/news and click on "Required documents to enter Russia") but she is still listed as playing in the Women's WC pairings.
Not everyone will make it i think. The Brazilian player is currently struggling to enter Russia.
