It seems to be just piggy-backing off FIDE data but it says that this will change in a way that will soon allow people to enter data. I am wondering what controls it will have against fake data:

For the initial rating list, only over-the-board tournament games that were rated by FIDE within the last 6 years have been accounted for. Moving forward, we will shortly be developing a system whereby registered tournament organizers can submit the results of their events. National federations, academies, clubs, schools, and local organizers that want to use the system to rate any regional events, will be entitled to submit the results. One key criterion is that all participants in an event that is submitted for rating purposes will need to have a URS™ Player Profile and Player Number assigned before the event is rated. A process will be established so that registered users can create the necessary profiles for all new players entering the system for the first time. All games received will be rated provided the data complies with defined standards and formatting requirements, which will be communicated soon.

There are more details about the system now - it seems to work as a performance rating of all games in the past 6 years with recent games and longer games more heavily weighted.

I imagine the defence would be not so much that fictional entries are impossible; but, a bit like Wikipedia, you won't be able to do it without a high risk of people noticing.

An interesting question: How did I lose rating if I played no games. http://universalrating.com/player.php?PlayerID=150755
This is my FIDE rating card: https://ratings.fide.com/hist.phtml?event=3202070

Can someone explain this to me.

The system re-calculates all its performance ratings each month, so while you may not have played any games, your opponents may have, and their opponents in turn etc., which (loosely speaking) affects their ratings and which then feeds back into the calculation of your rating.

(Also if you have games from just over six years ago, they would have been included in last month's rating but not this month's.)
