Alexrules01 has over-stepped the seven day per move time control and therefore has lost.

Curious, timed out while there was a draw offer. I'm not sure what the rules are for correspondence, but FIDE Handbook states:


9.1.a: A player wishing to offer a draw shall do so after having made a move on the chessboard and before stopping his clock and starting the opponent`s clock. An offer at any other time during play is still valid, but Article 12.6 must be considered. No conditions can be attached to the offer. In both cases the offer cannot be withdrawn and remains valid until the opponent accepts it, rejects it orally, rejects it by touching a piece with the intention of moving or capturing it, or the game is concluded in some other way.

Curious, timed out while there was a draw offer. I'm not sure what the rules are for correspondence, but FIDE Handbook states:
The player has to accept the draw offer before losing on time. If a person runs out of time before the acceptance of the draw offer, they lose.

Correct; flagfall is the "some other way". This happened OTB in a game between two of Tassie's stronger juniors not long ago - one player had scrambled from a bad ending to a drawn position and offered a draw, and the opponent was just looking around to see if he had anything better, realised he hadn't and was probably about to shake on it ... but the flag fell first so the opponent lost on time.
