Chess Tempo

I am uncertain which forum this posting should be in so I put it in the General Chess Chat section. My question is in regard to something that I have recently heard of which is chess tempo. I have only heard of it and am wondering about it. Where can I learn more about it? One of my weaknesses as a player now is poor assessment of power. That is determining tactical advantage of myself against my opponent by placement of current existing pieces. Any information that you can give or direct me too would be greatly appreciated. Thank you!
